The four Charr High Legions were formed by the four children of the Khan-Ur. Though there may be multiple legions in the Charr society, the High Legions are the four largest legions and control a variety of different warbands. The High Legions take their name from their primus warband and is led by an imperator, a descendant of the Khan-Ur and The charr were one of the modern races to spread out from their original homeland. Beginning somewhere east of the Blazeridge Mountains, the charr began as a disorganized group of warbands fighting among each other for dominance of territory. Eventually, one charr stood above the rest and claimed the title of Khan-Ur, uniting the race in the After it ends, move towards the gathering of prisoners, kept in flame prisons. Destroy these to rescue them. However, for each destroyed prison, several flame legion warriors will spawn. Proceed to kill them. Once all prisoners are freed, they will turn into fire elementals you need to obliterate as well.
Someone made a point about asura in the comments below, how you might not notice them because of their size. A Charr PC will even point out that the world has changed, and the Charr need to change with it, letting go of old grudges. The norn are a 9-foot (2.74 m) tall race originally from the Far Shiverpeaks, although their conflict with the Elder Dragon of Ice and Persuasion, Jormag, has forced them to the central Shiverpeaks, where they currently live.
